1. The Festival
The 5th BIF&ST – Bari International Film Festival – will be held Saturday 5th to Saturday 12th April, 2014 at the Teatro Petruzzelli and other Bari cinema halls. The major aim of the Festival – patronized by the President of the Italian Republic, promoted by Regione Puglia – Mediterranean, Culture and Tourism Department, produced by Apulia Film Commission, chaired by Ettore Scola and directed by Felice Laudadio – is to promote, spread and make the best Italian and International cinematography even more appreciated.
2. The programme
The essential outline of the BIF&ST 2014 programme will be online at 2014.bifest.it by November 2013. These English language Rules and regulations apply to the following feature sections:
3. Bif&st 2014 – International Previews – Out of competition section
Non competing section dedicated to 7 Italian and International feature films produced during 2013-14, preferably presented as world premieres – absolutely unreleased in Italy before, in any case. The selected movies, that will be screened 9.30 p.m. during the gala evenings at the Teatro Petruzzelli, 5th to 11th April – may have been screened at other major international festivals, excluding the Italian ones.
4. Bif&st 2014 – International Panorama – Competing section
Competitive feature section – scheduled for the first and second afternoon at the Teatro Petruzzelli – dedicated to 12 films produced all around the world during 2013-14 and absolutely unreleased in Italy. Selected movies may have been screened or even awarded – especially by FIPRESCI juries – at other leading International festivals, excluding the Italian ones. A thoroughly selected jury composed of thirty spectators and chaired by a leading personality of the film industry will confer the following award:
- International Bif&st 2014 Award for the Best Film Director
5. Screening dates
The artistic director of the festival retains the right to designate the films to their different sections and, at his final decision, to set their screening dates on behalf of the overall needs of the festival and of those entitled.
6. Films submission
Films submission is free of charge. The participation request for all BIF&ST 2014 sections is bound to be sent no later than February 7th, 2014, through the dedicated entry form – to be filled in online, on the website 2014.bifest.it.
One copy of the work – exclusively on DVD – together with a printed copy of the Entry Form, entirely filled in online, must be sent and postmarked from December 2nd, 2013 to February 7th, 2014 at: Direzione Bif&st – Viale Giulio Cesare 78, 5° piano – 00192 Roma.
DVDs sent for pre-selection will be returned only if expressly requested and by carriage forward at expenses of the submitters. For matters of custom, the shipping coming from abroad, must state on outer envelope the label: “FOR CULTURAL PURPOSES ONLY – WITH NO COMMERCIAL VALUE”.
By sending the DVD, the submitters accept the present Rules and regulations in all of their parts and, if selected, they are entailed to irrevocably accept their film to be screened at the BIF&ST 2014, that will be held in Bari 5th to 12th april.
7. Films selection
The candidates of the selected films will via email receive an official letter of invitation that must be fully accepted no later than when indicated by the direction of the festival. The candidates of films which have not been selected, will receive a written communication via electronic mail.
Submitters of the selected film works are bound to provide the organization of the festival with all the materials necessary for their works’ participation to the official program of the festival, as to schedules and methods detailed in the following paragraphs.
8. Film participation
8.1 Subtitles for the International Previews and International Panorama sections
All the selected film works for the sections in paragraph 3 and 4 of the present Rules – if shot in languages different from English – must be presented in their original language version and with English subtitles on the screening copy by the submitters. The cost of the electronic subtitling in Italian will be at the expense of the festival. Submitters of the selected films must provide the Artistic Direction of the festival with all the necessary materials for the realization of the electronic subtitles, such as, in detail:
• dialogue list in the original language
• subtitles dialogue list in English, with spotting list (time code in – time code out).
Dialogue lists must be sent by email no later than February 28th, 2014 at the following address: subtitles@bifest.it. The subject of the mail must state: “Subtitles + Title of the selected film”.
As to the subtitling work, two definitive editing DVDs of the identical running time of the screening copy, and with English subtitles, must be by courier sent to the following address no later than February 28th, 2014:

9. Shipping and film formats
9.1 Shipping of the film copies
Shipping expenses of the screening copies of selected films from and to their countries of production, if not by different agreement, will be at the expenses of the festival. If the copies are coming from, or are destined to other festivals, the BIF&ST will only take charge of a one way shipping (either inbound or outbound). There will be no exception to the present rule; with regards to this issue, the submitters shall therefore deal with other festivals’ organization.
All the screening copies of selected films, thoroughly verified by the submitters before their shipping – must arrive to the official BIF&ST international courier, which will be indicated at the appropriate time, not later than Friday, March 21st, 2014.
For matters of custom, the shipping coming from abroad, must state on outer envelope the label: “FOR CULTURAL PURPOSES ONLY – WITH NO COMMERCIAL VALUE”.
9.2 Screening formats
As to the films selected for the International Previews and International Panorama at the Teatro Petruzzelli (paragraphs 3 and 4), the only permitted format is Digital Cinema Package – DCP.
All the DCP film copies, pertaining to every section, must be accompanied by a Blu-Ray Disc backup copy.
All the related details have to be specified on a specific form that will be provided to the submitters of the selected movies.
10. Insurance of the copies
The festival will cover the insurance costs for the screening copies of the selected works against all risks, for the entire period they will be in care of the festival, between their arrival in Bari and their leaving from Bari. May a selected copy undergo any damage on the festival’s responsibility, the BIF&ST insurance will uniquely cover the material costs of the damaged support, on base of the average laboratory costs, and according to the standard value of the copies. As to express commitment of the artistic direction, the selected works will not be copied, duplicated nor presented out of the official venues of the festival.
11. Anti-piracy
In each of the screening halls, the BIF&ST, together with a specialist, well experienced and trusted service agency – will adopt all antipiracy means and measures in effect.
In case the submitters of selected films want to use anti-piracy service agencies of their own choice, the respective costs will peremptorily be on charge of the submitter selves.
12. Press and promotional materials
The submitters of selected films have to separately ship to the Press Office of the festival, the following promotional materials for BIF&ST accredited press and distributors:
- 50 press-kits on paper/digital format
- 10 promo clips lasting a maximum of 3’ (either BETA SP or DVD or BLURAY) for feature-length films
- 5 promo clips lasting a maximum of 1’ (either BETA SP or DVD) for documentary and short films
- 5 stage photographs of the film (high resolution 300dpi) with no embargo date nor distribution deadline
- film poster, brief synopsis and a link to the official trailer or to the official film website. All the press materials to download by our website 2014.bifest.it (pressbook, pictures or presskit) must not exceed 3 mega and must be via email sent to the following addresses: catalogue@bifest.it and ufficiostampa@bifest.it.
In order to promote all the selected movies, the festival retains the right to use posters, synopses, pictures, trailers or digital clips (lasting a maximum of 3’) on its website 2014.bifest.it and on the other utilized media.
All the promotional materials (posters, brochures, clips, leaflets, etc.) of selected films may be made available to the festival either through an official link, or by shipping them with the label “Promotional material for BIF&ST 2014” by ordinary mail or courier – starting from, and in any case, not before March 21st 2014 – to the following operative headquarter offices of the festival:
• Bif&st – Sala Murat – Piazza del Ferrarese – 70121 Bari.
All costs related to ordinary mail or private postal shipping of the promotional material, must be borne by the film presenters.
For matters of custom, the shipping of the promotional materials coming from abroad, must state on outer envelope the label: “FOR CULTURAL PURPOSES ONLY – WITH NO COMMERCIAL VALUE”.
13. Conditions e contacts
Registering a movie and shipping its connected screening copy to the festival imply full acceptance of the Italian version of the present regulations. May any dispute not covered by these rules arise, the final decision is to the artistic director of the festival. Should any controversy arise regarding the interpretation of these Rules and regulation, the Italian version is binding. The Court of Bari is the Competent Court.
